In-Home Supportive Services: Providing Care
Care providers offer In-Home Supportive Services (IHSS) clients quality care so that they can remain safe and comfortable in their homes. IHSS approves the types of services and number of hours available to each client. The client then selects a caregiver and employs them directly.
There are two types of providers. Some clients choose a relative or friend to provide care, these are called non-Registry providers. When others need help finding a care provider, we can connect them with a list of potential caregivers from the IHSS Registry (Registry providers).
Non-Registry (family, friend) providers:
IHSS Public Authority will schedule you to attend a special orientation for non-Registry providers.
Registry providers:
Select an Information & Orientation Sessions (en español) in Ventura or Simi Valley. Registry application packets will be provided at these sessions.
Required forms will be given to Registry providers at the orientation training session. They can be mailed to non-Registry providers, or picked up at an IHSS office.
Both non-Registry and Registry providers will need to have a current government issued ID and original Social Security Card. Registry providers should bring them to their orientation training session. Non-Registry providers can show them when they submit their completed enrollment forms and background check.
All potential providers, Registry and non-Registry, must complete a criminal background check, which includes LiveScan fingerprinting. Background check fees are not covered by IHSS, but we can provide a list of businesses providing the service.
Get more information here on background checks and potential disqualifying issues,
Potential Registry providers need to participate in a phone interview with IHSS Public Authority. If selected for the Registry, the provider may also interview with the potential client and/or their family.
The IHSS Public Authority administers a contract with the Service Employees International Union Local 2015 (SEIU-2015) for hourly wages, increases, and benefits for providers.
All care providers are paid $18.25 per hour, effective January 1, 2024, and may be eligible to claim travel time, overtime, and sick time. Effective January 1, 2025, the hourly wage will increase to $18.75 per hour.

Online Electronic Timesheet Service (ETS)
Active IHSS clients and providers may enroll in the Electronic Timesheet Service (ETS). This option allows a provider to submit their In-Home Support Services (IHSS)/Waiver Personal Care Services (WPCS) timesheet online using a tablet, smartphone, or computer.
This service also allows a provider’s time sheet to be reviewed and approved by their IHSS recipient using a tablet, smartphone, or computer.
Benefits of completing and submitting timesheet online:

- Check time sheet and payment status online
- Check timesheet history (last three months) online
- Request supplemental timesheets online
- Bonus – ETS validates time sheets before submission to avoid errors and potential violations.
Requirements
To enroll and submit time sheets electronically, both the active IHSS/WPCS provider and the recipient must have the following:
- Provider Number

- Further information and recorded webcasts on TTS are also available:

Entering your time on TTS can take more time than using the online portal. It is suggested that providers enter time every day instead of waiting until the end of the pay period.
IHSS providers will be required to use Direct Deposit or a pay card to have their paychecks automatically deposited into a bank account or loaded onto a pay card of their choice. Providers who use the IHSS Electronic Services Portal (ESP) and receive their paychecks electronically receive their paychecks faster.
