Parks
The Parks Department is a department of the General Services Agency and is charged with the planning, development, maintenance, and operation of various recreational facilities throughout Ventura County.
The parks are funded and operated with revenues received from user fees and grants. The department is not supported by local tax dollars through the County General Fund. All user fees are retained by the Parks Enterprise Fund for the continued maintenance and enhancement of its recreational facilities.
There are some recreational facilities operated by private enterprises, through long term leases managed by the department. We sincerely hope you will take the opportunity to visit one of our recreational facilities soon and your experience is enjoyable.

Special Services administers most of the County’s security contract and monitors security guard performance. To include the 24-hour monitoring of safety systems and alarms.

Facilities Maintenance
Facilities Maintenance
Routine preventive and corrective maintenance for most County facilities (departments not part of the Facilities-ISF may request services on a time and materials basis). Vendor performance oversight for maintenance and repair. Utilities and Energy conservation programs. Required maintenance activities to preserve existing infrastructure/facilities and includes projects such as painting, roofing, carpet replacement, equipment maintenance, renovations, and security improvements.

Housekeeping, Solid Waste and Grounds provides housekeeping and landscaping services for most County facilities. These tasks are accomplished through a combination of in-house staff and contract services. Other departments such as VCMC, Parks, Harbor, Libraries, and Fire Stations may request service for their facilities on a time and materials basis.

Procurement
Procurement may be a simple purchasing arrangement with a supplier. It may also involve a more complex arrangement with the seller or a group of suppliers that ties required quantity, quality, and delivery into a production process.
The stages of procurement include information gathering (i.e. who are potential suppliers), supplier contacts (i.e. gathering information about the potential suppliers, background reviews (i.e. vetting, screening, checking references of potential suppliers), negotiations (i.e. setting the price and terms), fulfillment (i.e. delivery and installation), consumption, maintenance, and disposal, and renewal.

GSA Fleet Operations is a customer-oriented department committed to providing the highest quality service to all County Agencies and Departments, along with other municipalities and districts within the county, in a courteous and professional manner at all times. The department is charged with the responsibility of purchasing and maintaining safe, reliable and clean vehicles and equipment, providing mechanical support in a timely manner, and providing service and products that are safe, efficient and cost effective.
