Form 700 - Statement of Economic Interests 

The Political Reform Act (Government Code Sections 81000 – 91015) requires most state and local government officials and employees to publicly disclose their personal assets and income. They must also disqualify themselves from participating in decisions that may affect their personal financial interests. The Fair Political Practices Commission (FPPC) is the State agency responsible for issuing the Statement of Economic Interest (Form 700), and for interpreting the law’s provisions.

Who Files?

This is determined by State law and local regulations: Government Code Section 87200 and an agency’s Conflict of Interest Code. This generally includes every public official who makes or participates in making governmental or financial decisions. Each department and agency has a Conflict of Interest Code that designates which employees must file a Form 700 (“Code Filers”), and includes information regarding disclosure categories. Disclosure categories set out the type of financial interests that must be reported by each official.

The following Letter from Ventura County Counsel, dated February 3, 2014 , provides additional information on conflicts, financial disclosure and contractual limitations applicable to public officers and employees.

How do I obtain copies of Form 700s that were filed?

Copies of completed Form 700s that are maintained by the Clerk of the Board of Supervisors Office may be obtained by contacting form700clerk@ventura.org, or visiting the Clerk of the Board of Supervisors Office at the Hall of Administration, 4th Floor, 800 South Victoria Avenue, Ventura, CA 93009.

When must the Form 700 be filed?

The deadline for submitting the 2023 Annual Form 700 (2023/2024) is April 2, 2024

  • Assuming Office: Within 30 days of the assumed office date.
  • Annual: Due by April 1 each year, or the following Monday if it falls on the weekend. 

 Exception: if you assumed office between October 1 and December 31, the Assuming Office Form 700 will act as both Assuming Office and Annual combined.

  • Leaving Office: Within 30 days of the leaving office date.

Remember to file on time – any person who is referred to FPPC’s Enforcement Division for not filing is subject to a late fine of $10 per day per position up to $100 for each day the statement is late.

Where must the Form 700 be filed?

If you are required to file with the Clerk of the Board of Supervisors, your Form 700 can be filed either electronically using eDisclosure or by hard copy with an original signature. The eDisclosure system makes it easier for filers to comply with reporting requirements. This online program is secure and password-protected. Tutorials are accessible after logging in to eDisclosure.

Filing Officer Duties 

  • Perform duties as required by the California Code of Regulations, Title 2, Division 6, Sections 18109-18998
    • Under Chapter 1 see regulation 18115 Duties of Filing Officers and Filing Officials – Statements of Economic Interests
  • Retain original Form 700 statements for 7 years
  • Notify filers when they need to file
  • Supply the necessary forms and manuals
  • Notify filers when they have failed to file by the deadline
  • Assess fines of $10.00 per day up to $100.00 for late filings
  • Perform a facial review of all forms to ensure compliance
  • Perform a full review of 20% of on time filings and 100% of late filings
  • Notify filers when amendments are required based on the review process
