Ambulance Services RFP

Under the direction of the County Executive Officer and as directed by the County Board of Supervisors (BOS), the County Executive Office (CEO) has assumed responsibility for managing a Request for Proposal (RFP) process for an exclusive emergency ground ambulance transport and related medical services provider. As part of this process, the CEO is working with the consultant selected in April 2023 by the Health Care Agency (HCA) to develop a revised draft RFP that incorporates feedback provided by the BOS on June 18, 2024, after the initial process was halted per Board direction. The feedback included directions to develop a process to obtain broader feedback from the community and develop a revised draft RFP to present to the BOS for review. After Board approval, the approved RFP will be submitted to California Emergency Medical Services Authority (EMSA) for its approval prior to a final version being released.

Ambulance RFP – Overview and Timeline

  • March 23, 2021 – BOS supports CEO recommendation for the HCA to return to the Board with a recommendation on a long-term strategy for ambulance services by Summer 2022, including looking at improvements to the existing system as well as the potential to seek a RFP for medical transport services.
  • July 26, 2022 – BOS authorizes the HCA Director to secure services of a consultant and initiate an RFP process for an exclusive emergency ground ambulance transport and related medical services provider to begin on or after July 1, 2024, and adopts a resolution setting forth a written policy for issues to be considered for inclusion in county contracts for the provision of emergency ambulance services in Ventura County, effective January 1, 2022.
  • April 2023 – County enters into contract with Healthcare Strategists for the purpose of performing Ambulance Services RFP Consulting services.
  • May 21, 2024 – Presentation of the proposed RFP withdrawn from BOS meeting agenda. The item was not considered or acted on by the Board on this date, nor was the RFP issued.
  • June 18, 2024 – BOS directs the County Executive Officer to take over and manage the RFP process and return to the Board with new recommendations for its consideration.
  • September 4, 2024 – Ambulance RFP Listening Session (Community & Stakeholders)

  • September 2024 – Review public input and develop a revised draft RFP.
  • December 2024 – Present revised draft RFP for BOS review
  • TBD – Submit BOS approved RFP to the EMSA for approval.
  • TBD – Release of RFP through General Services Agency Procurement Portal
