If the Lead Agency finds that the project has the potential to have an impact on the environment, but certain “mitigation measures” will be required as part of the project to ensure that no significant impacts will occur, the Lead Agency will prepare a Mitigated Negative Declaration (MND).  These mitigation measures can be changes in the project design or operation and must be agreed to by the applicant.  An MND further requires that a mitigation monitoring and reporting program be adopted to ensure that applicants follow through on the mitigation measures required by the Lead Agency.

Description:
The proposed project is a CCC-PM to legalize an 11.73 acre parcel (Exhibit B).  The combined APNs (107-0-150-040 and 107-0-150-050) comprise one lot that was illegally created when it and other adjacent lots were divided in 1958 without benefit of approval and recordation of a subdivision map, all in violation of the State Subdivision Map Act and Ventura County Subdivision Ordinance in effect at the time.

Location:
The project site is located at 17599 South Mountain Road, the Santa Paula area of unincorporated Ventura County.  The property is south of the City of Santa Paula, between the Santa Clara River and South Mountain Road.

Description:
The applicant proposes to subdivide a 174.2 acre parcel into two parcels by means of Parcel Map Waiver/Large Lot Subdivision (PMW/LLS) No. SD08-0012, Parcel 1 is 84.75 acres and Parcel 2 is 89.45 acres.  Each of the proposed parcels contains an existing single family dwelling, and no new development is proposed with the subdivision. (Exhibit B –PMW/LLS Sketch Map).  The project meets the provisions and requirements of the County Subdivision Ordinance, Section 8202-3 "Waivers," (b) "Large Lot Subdivision," California Environmental Quality Act, Section 15378 "Project," and the California Subdivision Map Act Section 66426  "exclusions" (d) lots over 40 acres.

Location:
The project site is located at 15454 South Mountain Road, at the western terminus of South Mountain Road in the Santa Paula area of unincorporated Ventura County.  The property is adjacent to and south of the City of Santa Paula, along the Santa Clara River within a narrow terrace at the foot of South Mountain and the adjacent slopes.

Description:
The applicant requests approval of a Conditional Use Permit to allow “Festivals, Animal Shows and Similar Events, Temporary Outdoor,” specifically temporary, outdoor wedding events, birthday and anniversary celebrations, non-profit and charity events, family reunions, corporate events, and similar temporary events.  Temporary events would be limited to 4.3 acres of the subject property, with up to 400 guests for a maximum of 60 days within the calendar year. The proposed hours of operation for temporary outdoor events will be Saturday and Sunday from 8:00 am to 11:45 pm.

Notice of Availability and Intent to Adopt a Mitigated Negative Declaration

Description:
Tentative Parcel Map No. SD07-0013 (PM 5740) would reconfigure the existing legal lot lines within existing Assessor’s Parcel No. 063-0-050-360 (8.37 acres) based on the location of existing and proposed buildings, resulting in four new reconfigured lots. The proposed tentative parcel map would also subdivide the single 21.95 acre legal lot to the north (APN 063-0-040-160) into two legal lots—one lot for parking and landscaping (mentioned above) and another as a remainder, undeveloped lot. The reconfiguration and subdivision would result in a total of six legal lots.

Location:
5301 N. Ventura Avenue, near the intersection of Canada Larga and Highway 33, on the western edge of the City of Ventura.
